The James E. Kraemer fonds consists of records related to the activities of its creator in Canada's philatelic community, his career with Canada Post and his personal and consulting business records and correspondence both on philatelic and non-philatelic topics. Kraemer's philatelic activities are covered in the majority of the records in this fonds. Areas of strong coverage include various activities of the Royal Philatelic Society of Canada (RPSC) before, during and after Kraemer's presidency of the society, in particular Kraemer's work in coordinating the society's publication The Canadian Philatelist and correspondence received and sent during his tenure as president. The RPSC's child body, the RPSC Philatelic Research Foundation is also well covered, including its founding documents, early work in fostering research, outreach to promote philately in Canada and the publication of its major oeuvre Opusculum. Kraemer's own philatelic work is also covered and includes much of his research, photographs of small town post offices, drafts and unpublished works. The fonds also includes a small amount of material covering Kraemer's time as the director and manager, and later curator, of the National Postal Museum.

The fonds was arranged by the archivist into five series: Canada Post and the National Postal Museum; Personal and Consulting; Royal Philatelic Society of Canada; RPSC Philatelic Research Foundation; Writing and Research.

Kraemer, James E, 1918-2012 : James "Jim" E. Kraemer (11 November 1918-30 June 2012) was a notable Canadian philatelic researcher and author. Kraemer was a member of the Society of Plastics Engineers who had an interest in stamp collecting from his youth. He was appointed by the Post Office Department as the founding Manager in charge of the direction of the National Postal Museum (1971-1974) and was later made its Curator (1974-1980). His later career saw him in the Administration Branch of Canada Post.

Kraemer was a prolific researcher and writer on philatelic topics and was frequently published in the Royal Philatelic Society of Canada (RPSC) publication The Canadian Philatelist. His interest in philately was recognized through his election in 1976 as a Fellow of the RPSC and in 1978 as a Member of the British North America Philatelic Society (BNAPS) Order of the Beaver. He served as President of the RPSC from 1985 to 1990 and assisted in the coordinating of content for The Canadian Philatelist. Kraemer's expertise in writing, researching, editing and coordinating content for philatelic publications led to the RPSC's Philatelic Research Foundation in the late 1980s with a goal to enhance the scholarship in philatelic writing. The major project of the foundation was the publication in 1995 by Canada Post Corporation of its volume Opusculum I, intended as the first in a series of anthologies of philatelic and historical papers, for which Kraemer helped coordinate with authors from around the world and himself contributed an article on the forger André Frodel,
