File consists of the manuscript memoir written by Graham Lochhead. He discusses his career in the federal public service, particularly in regards to policy development and his participation in research and development into transportation technologies. He was present during tests conducted with hovercraft (air-cushion) transport, the FHE 400 Hydrofoil, the Canmar Supplier icebreaker, and others. He also discusses: his experiences in policy development and the response of the federal government to transportation issues; some political incidents involving the Soviet Union during his time with External Affairs; his experience in private shipbuilding industry in both Scotland and New Brunswick; and the history of shipbuilding in Canada. He also includes some autobiographical anecdotes.
