Sous-fonds consists of records created and maintained by the Task Force on Government Program Review .

The Ministerial Task Force on Program Review, under the chairmanship of the Honourable Erik Nielsen, was established on 18 September 1984, one day after the Mulroney administration was sworn into office in response to the government's concern about waste, duplication and "red tape" in federal departments and agencies. The Task Force selected 989 federal programs and services for review and looked at options for reforming the government's relationship with regulatory agencies.
The federal government opened the review process to one private sector, as well as to officials of provincial and territorial governments, and included the appointment of a private sector committee.

The government was convinced that the result of program review would encourage economic growth, improve services to the public, promote more efficient management and lighten the burden on business of bureaucratic regulations.
