Television public affairs program with host Frank Willis. This program explores the question of whether or not Canada's defence capability should include nuclear weapons. Clips of Defence Minister Douglas Harkness' speech in Winnipeg where he stressed joint control of nuclear warheads with the United States. Footage of a BOMARC missile base installation at North Bay, Ontario accompany comments from Cooperative Commonwealth Federation Leader, Hazen Argue, and Liberal Leader of the Opposition, Lester Pearson. Peace marchers in Toronto gather in a Unitarian Church to hear speeches by: Rabbi Feinberg; retired General W.H.S. Macklin; and pacifist J.B. Mitchell. At a baby clinic in a Toronto park, mothers support the idea of nuclear weapons for Canada. Members of a grade twelve class at Don Mills Collegiate discuss the issue and Douglas Leiterman interviews veterans at a branch of the Royal Canadian Legion for their opinions. Comments both in opposition and support are heard from: Canon Herbert Puxley, President of Kings College in Halifax; President of the University of British Columbia, Dr. Norman McKenzie; Leader of the Canadian Federation of Trade Unions, Jean Marchand; Victor Oland, President of the Halifax Board of Trade; Bishop Alexander Carter of North Bay; and Tommy Douglas, Premier of Saskatchewan. Film clips of: failed BOMARC missile tests; polaris submarines; the honest john rocket; F-104 jet aircraft and F-101 Hoodoo missiles. Major General Charles Foulkes and Dr. Hugh Keenleyside of the Canadian Commission for the Control of Radiation Hazards, present opposing viewpoints, with concluding comment from Lieutenant General Guy Simmons.
