Foreign Investment Review Agency : The Foreign Investment Review Agency (FIRA) was established by the Foreign Investment Review Act 1973 c. 46. The Act required FIRA to review two types of foreign investment to ensure the significant benefit to Canada: most acquisitions of control by non-Canadians of existing businesses in Canada; and the establishment of new businesses in Canada by non-Canadians who either did not already have a business in Canada or did not have a business to which the new business was or would be related.

FIRA was headed by a Commissioner and Deputy Commissioner who reported to the Minister of Industry, Trade and Commerce. Their work was supported by three organizational units: the Compliance Branch; the Assessment Branch (renamed Assessment Bureau in 1980) and the Research and Analysis Branch (renamed the Policy, Research and Communications Branch in 1980).

In 1985, FIRA was dissolved (P.C. 1985-2043) and its duties were transferred to Investment Canada.
