This series consists of administrative records relating to the founding of the Canadian Toy Testing Council. This includes various early publications, such as:

1. What's What for Children - Citizen's Committee on Children Handbooks for Parents, edited by Eve Kassirer, 3 volumes, published in 1956, 1957, and 1967 respecttively;

2. Toy Buying Guides, including "Toy Buying Guide, 1957"; "Shopping for Children's Toys"; "Toys, a Guide for Consumers" and "Toys for the Very Young";

3. Good Toys, dating from the mid 1970s, consisting of the first of the yearly publications created by the Toy Testing Council that made recommendations for toys for different ages;

4. Toy Report, dating from 1979, consisting of the first of the yearly publications created by the Toy Testing Council to use the name "Toy Report".
