These papers deal largely with the founding of this Institute (in 1972), created by largely Ottawa-based intellectuals (often connected to government). The institute is an independent, national, bilingual non-profit organization, its existence assured by an endowment fund, seeking to im-prove public policy in Canada through research and debate on emerging policy. Pitfield played a key role in its establishment.
These files hold correspondence on setting up this institution. There is the Ritchie report with recommendations which on the shape of the Institute, on the first Board of Directors and Executive Committee meeting, first annual reports and several other such records. The Osbald-eston correspondence, kept by Pitfield with these papers, is of a later date, and addresses ques-tions of accountability (a new concept then in government), Pitfield's papers on this matter, ms notes, writings and reports by Osbaldeston and Pitfield's response to his position (several drafts). This exchange deals with ministerial responsibility and accountability, and ended up with the I.R.P.P. sub-series because Pitfield may have been working on this issue with a view to publish-ing it in Policy Options, the Institute's publication.
