The documents in this fonds - memoranda, transmittal notes, informational literature - are almost all Cabinet document status. They record the proceedings of the most powerful political individuals in Canada. The meetings were almost always held in the office of the PM, and the member constituted a type of kitchen cabinet, or inner sanctum, where the critical matters of governance and political activity of the ruling Liberals was determined and shaped. The meetings would be attended by 9-10 people (several Senators, a number of ministers, the PM's advisors and representatives from the PCO / PMO).

The documents in this sub-series reflect a philosophical dimension, the values and norms of the ruling party, which infused the preparation of bills and the formulation of government policy. The documents also reflect the issues of the day, how they were addressed, how government policies were structures and justified. It was here that issues and problems and matters requiring resolution were identified and prioritized. These were critical concepts - identifying issues, especially new issues arising as society and the world grew more complex; addressing them through prescient and intense study and the application of reason; and above all prioritizing them for purposes of resolution -- which Pitfield advocated.

This sub-series is of inestimable value in revealing how the Trudeau Cabinet worked, how it formulated its policies and how it succeeded politically in holding on to power as long as it did.
