The material consists largely of memoranda, many of them by Pitfield, as well as some correspondence and transmittal notes. The memoranda are, in large part, addressed to academics and other PCO staffers, but also to the Governor-General's office, provincial authorities and high government officials. Much of the material addresses the Canadian constitution, the role of the Monarchy, the Cabinet system and especially federal-provincial relations, with significant concern about the Union Nationale in the context of change sweeping Quebec. There is also significant commentary about the new Government Organization Act. In addition to the above-mentioned subjects, the sub-series also shows a government beginning to respond to new challenges, such as overfishing by others in Canadian territorial waters, and problems facing consumers.
