This sub-series consists of briefing materials, correspondence, notes and memoranda. The material deals with high-level topics, such as federal-provincial relations, the developing Quebec independence issue following the Quiet Revolution and the coming of Trudeau, and the development of governmental policy and strategies regarding elections and Quebec. Pitfield was already penning memoranda to Trudeau on governmental organizational efficiency, especially at the very senior levels of governance, at the ministerial and cabinet levels. His advice was based on the premise that Canada was entering a new era. Parliament was no longer a "seasonal", "part-time" activity - the country was entering a complex time, and needed serious direction, requiring full-time efficiency and effectiveness, which required progressive and dynamic structural changes at parliamentary, ministerial, cabinet and PCO levels. This sub-series reflects the spirit of the changing of Canada's practice of governance in the information it holds on governmental re-organization, on changing governmental goals and on the rising importance of the PMO / PCO in achieving governmental policy goals.
