Sub-series consists of administrative and operational files of the Cultural Property Export Review Board, created or accumulated by Clark in his successive roles as Founding Chairman, Special Advisor, and Chairman. It contains files concerning appointments of board members, meetings, and symposia; correspondence, press clippings, and reports. There are files concerning amendments to the Cultural Property Export and Import Act and the Income Tax Act, and files documenting the development of a Memorandum of Understanding between Revenue Canada, Department of Canadian Heritage, and CCPERB to share information in order to prevent "art flipping," i.e., a scheme of purchasing works of art below market value in a depressed market, donating it to a charity, having it appraised at a higher value, resulting in an inflated tax deduction for the donor.
