These files are much like the files above, in sub-series VI-4; in fact, they are all subject files under the single subject of pollution. Much of the material is correspondence, with occasional informational literature or press clipping. The correspondence is almost always originated by individual Canadians writing to Marchand, or to other government officials at the federal, provincial or municipal level, which was then directed to Marchand's office for appropriate reply. Thus, there is some high-level correspondence here, with the minister's replies elucidating government policy on environmental safety.
This correspondence often expresses concerns on the part of Canadians, and often requests for assistance, to overcome environmental crises. Some examples follow: request for assistance with sewage issues from the city of Regina; general acid rain concerns; illegal chemical dumping concerns; clean-up of Air Canada Transport facilities; National Parks clean-up programs; pollution of fisheries; and so on. These concerns came to Marchand's office via the Departments of Fisheries and Oceans, Indian and Northern Affairs and Transport. Again, as with the preceding sub-series, trans-boundary pollution issues (chemicals, algae growth, fish die-off) are also reflect in this sib-series.
These correspondence files reflect both public opinion and government response to that opinion on waste and pollution, and its management. In broad terms, they provide an eye into that era when Canadians were becoming aware of the dangers of environmental pollution
