The sub-sub-series reflects the role of advisor to the Prime Minister assumed by the Privy Council Office (PCO) for Paul Martin, as well as Paul Martin's decision-making process.

The documents in this sub-sub-series include notes written daily by the Clerk of the Privy Counsel and Secretary to the Cabinet to the Prime Minister in order to obtain his approval, to inform him, or to reply to correspondence received by him. These notes describe in great detail each of the issues and files that were submitted to Paul Martin during his term as Prime Minister, from December 2003 to February 2006.

The notes are sometimes accompanied by a draft letter written by the PCO, a copy of the incoming letter, as well as slips from CIMS, the correspondence system used by the Office of the Prime Minister.

Many of these documents contain annotations written by the Prime Minister or by his Executive Assistant, Jim Pimblett, which include comments indicating that the Prime Minister viewed the documents, that he approved or refused what was suggested, that he wished to discuss with a member of his staff, that he proposed another approach or that he wished to modify the letter that was submitted to him. These handwritten notes offer a look at the management style of Prime Minister Paul Martin, as well as his interactions with his colleagues.

The majority of these documents are photocopies because the originals were sent back to the Clerk of the Privy Council. However, there are many more original notes from the Clerk of the Privy Council and Secretary to the Cabinet as of November 2005, when Paul Martin's minority government was defeated, triggering a general election.
