The sub-sub-series captures the participation of Prime Minister Paul Martin in Cabinet meetings, as well as his role as the Chair of four Cabinet committees. It also reflects the role of Secretary to the Cabinet assumed by the Privy Council Office (PCO).

The documents in this sub-sub-series include the personal briefing books of Prime Minister Paul Martin for Cabinet meetings, from December 13, 2003, to November 28, 2005, as well as for the four Cabinet committees that he chaired. They illustrate the Cabinet's decision-making process and reflect the issues that were central to the policies of the Paul Martin government.

From December 2003 to July 2004, Paul Martin chaired the Priorities and Planning committee, which was responsible for defining the strategic directions related to the government's priorities; and the International Affairs committee, which was tasked with ensuring the implementation of an integrated approach affecting foreign affairs, defence, international development, international trade and other international matters.

Between December 2003 and February 2006, Paul Martin also chaired the Canada-United States committee, which had a mandate to ensure the adoption of an integrated, whole-of-government approach in Canada-US relations; and the Aboriginal Affairs committee, which was tasked with placing renewed emphasis on Aboriginal issues.

These briefing books, created by the PCO, contain agendas, Cabinet submissions, speaking notes and discussion points. The vast majority of these documents are identified as Cabinet documents. Several of them are annotated by the Prime Minister.
