Seventh program in a CBC Radio series using excerpts of archival audio from the collections of the Public Archives of Canada and the CBC. This program is about the 1956 Pipeline Debate. Subjects discussed include: the complicated negotiations to build a natural gas pipeline from Alberta to the industrial heart of eastern Canada; the controversy over whether the Liberal government’s push to build the pipeline was an abuse of political power; key political figures in the debate, notably Prime Minister Louis St. Laurent, Clarence Decatur Howe, Opposition Leader George Drew and M.J. Caldwell, leader of the Cooperative Commonwealth Federation; the introduction of Bill 298, the government’s bill on the pipeline, on 14 May 1956; C.D. Howe’s support for the American-controlled company, Trans-Canada Pipelines Limited; the export charter given to Trans-Canada Pipelines to export the natural gas being produced in Alberta that was surplus to Canada’s needs; the cost of the pipeline; the revelation by Trans-Canada Pipelines in April 1956 that it was unable to raise the $80 million needed to build the stretch of the pipeline from Alberta to Winnipeg; the government’s decision to lend it the money; Trans-Canada Pipeline’s response that it needed the money by 7 June 1956 in order to meet the construction deadline; the Liberal government’s support for the project as a means of job creation; C.D. Howe’s introduction of the pipeline bill in the House of Commons on 14 May 1956; the need to pass the bill in the House of Commons by 31 May, the need for it to be approved by the Senate by 1 June and the need for the legislation to receive Royal Assent by 7 June to meet the deadline set by Trans-Canada Pipelines; the government’s announcement that it would impose closure at each stage of the debate, a move that angered the opposition; the argument that Canada needed the pipeline to stop the Americans from getting control of an east-west pipeline route; the debate in the House of Commons; the partisan actions of the Speaker of the House, René Beaudoin, actions seen by many as biased toward the government; the violation by Beaudoin on 1 June of 14 Standing Orders in the House of Commons, a day the Conservatives called Black Friday; the passage of the pipeline bill on 6 June 1956; the 1957 federal election campaign; the Liberal Party’s election loss blamed on opposition by the other parties and by the public to the government’s actions during the pipeline debate; and the construction delay that happened anyways due to a steel strike in the United States. Coldwell commenting on the government’s move to impose closure; a 25 May clip of Minister of Finance Walter Harris defending the government’s position; comments about the debate, by John Diefenbaker when he was in Winnipeg during the 1957 federal election campaign; Justice Minister Stuart Garson during the 1957 federal election campaign; Louis St. Laurent speaking about the pipeline during the 1957 federal election campaign. <30mn>
