In 1982, Professor J. Clay Gilson carried out an intensive consultation with Western agricultural organisations and the railways. The same year, on the basis of Gilsons's recommendations, the federal government set up three Task Forces to work out detailed arrangements concerning: 1) a new rate structure for grain; 2) a grain transportation agency and; 3) legislative requirements.
The records in this Accession concern these three task forces and were created in 1982. There are reports, minutes of meetings, terms of references, discussion papers, ministerial and other correspondence, press releases, memorandum to Cabinet.
The issues discussed range from concerns by Eastern and Western Canada interests on the continued use of Crow rates in the rapeseed industry to issues related to the livestock industry, CN and CP railway tariffs, the effect of the Crow rates on Eastern and Western agriculture, and other related issues. The files also contain historical background on the Crow's Nest Agreement.
