Interview of John L. Orr by Don Phillipson. Subjects discussed include: National Aeronautical Establishment facilities were incomplete by 1959 when the Avro Arrow was cancelled; Orr's succession to Green as Director of Engineering at Defense Research Board in 1955; Orr's policy for DRB research was applications and development of hardware, rather than research for knowledge; the survival of de Havilland Aircraft depending on its STOL specialization; Lamontagne report; Bras d'Or hydrofoil was proposed by Orr and the Royal Canadian Navy as a test vehicle for performance of hydrofoil as a sub-chaser; velvet glove missile was first proposed for CF-100 and then the CF-105; the CF-105 Arrow was promoted by RCAF as a supersonic all-weather long-range fighter with its most advanced specifications in the world in the 1950s; Arrow amounted to 3 major developments: airframe, engine and fire control system Astra, and the developmental costs of the Sparrow missile; Arrow cancellation in 1959 had psychological effects on Canadian technology persisting into the 1980s; Defense Research Board salvaged what it could from the Arrow cancellation: Defense Production Sharing agreement with U.S., Defense Development Sharing, and Defense Industrial Research to initiate new projects in the industry; Industrial Research Assistance Program (IRAP); Orr joined Department of Industry in 1964 as one of 6 advisors in charge of science and technology; Orr initiated programs such as the PAIT - Program for the Advancement of Industrial Technology, for industrial development; and the IRDIA - Industrial Research and Development Incentives Act in 1967; Centres for Advanced Technology set up in the 1970s to develop specific technologies; Department of Industry vis-à-vis Department of Trade and Commerce; and Orr becoming Department of External Affairs' first science counselor in London from 1969 to 1972. <3h25mn>
