This accession consists of records created and/or maintained by Correctional Services Canada. These files are held in block 1655 (Offender Management - Offender Information), a series of individual case files "used to prepare ministerial correspondence and provide assistance in the processing of claims and grievances."

The records consist of administrative and background information on all aspects of an offenders's incarceration in a federal institution, including such items as: correspondence to/from the general public and the Minister regarding an offender (often from prisoner's rights groups or Members of Parliament); correspondence between an offender and the Minister's office regarding grievances, complaints, questions etc.; briefing notes; and copies of CSC reports on the offender, such as intake assessments, criminal profiles, and progress summaries. It is clear from an examination of the distribution paths noted on many of these documents that the original records are found on the offender case file, with copies sent to the offender, National Parole Board regional offices, and various offices within CSC as required.
