The sub-series contains records representing Silcox's ongoing professional duties and social engagements during the period in which he served as the Deputy Minister of Culture and Communications for the Government of Ontario. Files - a number of which have been annotated by Silcox, his assistants, colleagues, and correspondents - contain daily schedules, memorandums, hand-written notes, event invitations, drafts of speeches and addresses, and professional and personal correspondence. Files also include playbills, arts brochures and gallery publicity, newspaper clippings, newsletters, reports, and photographs. Some records (created in 1991) relate to Silcox's tenure as Special Advisor to the Secretary of the Cabinet following his departure from the Ministry of Culture and Communications. These overlap sufficiently with his MCC duties and have thus been retained in the sub-series.

Within the sub-series are a significant number of records related to the Toronto Ballet Opera House, which was to be the home of the National Ballet of Canada and Canadian Opera Company. The project, designed by Moishe Safdie, was shelved in 1990 with the arrival of a new provincial government due to funding issues. In addition there are reports or correspondence on such other organizations as the Elgin and Winter Garden Theatre, TVOntario, The Stratford Festival Theatre, the Ontario Film Development Corporation, and the Art Gallery of Ontario as well as artists, authors, musicians, publishers, corporate executives, diplomats, and philanthropists.

The material composing this sub-series arrived to the archives in banker's boxes that in some cases contained Ministry of Culture and Communication records exclusively, though more regularly the records had to be sorted from those of other series. Individual and groupings of records did not follow a strictly chronological order and little subject arrangement was evident. While largely disordered, the records did however retain some evidence of a prior filing system. Certain records were bundled together into files (which have been preserved in the archival arrangement), and elements of daily life can be seen to fall together within broad date-ranges. Schedules, lists of callers, and event brochures, for example, that were created or received within the same week were generally found together, though frequently "out-of-place" within the range of a few days. The boundaries between professional and personal records, moreover, were not always clearly definable.

Accordingly, the majority of the files have been arranged by month in order to preserve the general groupings that document the activities of each period. Individual records have not been rearranged to fit a specific chronology, as this was seen to possibly obscure evidence of ongoing work as well as the original preservation of the material. Where it was deemed appropriate, records were relocated to series files for Advisory Boards and Committees, Publishing, and Personal and Juvenilia.
