Among them is a thief named Pepel who befriends a bankrupt baron that he tries to rob, when the creditors confiscate his belongings, the baron goes to live in the tenement. The doss house is own by an old miser and his wife, Pepel's mistress. She has a younger sister that she would like to see married to the Police Commissioner. When the younger girl refuses the marriage arrangement, her sister and the old man beat her. Pepel comes to her rescue and kills the old man. When the police arrive, the dwellers of the tenement side with Pepel, each declaring himself responsible for the death.
