Accession consists of headquarters records created and/or maintained by the International Bureau of the Department of Industry, Trade and Commerce (ITC). The Bureau acted as a central point for matters relating to international trade and economic relations with foreign countries. It was divided into three region-specific areas: European Bureau; Pacific, Asia and Africa Bureau; and Western Hemisphere Bureau.

Subjects include, but are not limited to: program planning; reports; post operations; studies; committees, conferences, and meetings; international financing and aid; development banks; multilateral project opportunities; and overseas projects. Also included are records demonstrating the relationship between ITC and the Export Development Corporation (EDC), whose board often featured members of ITC's senior management.

There are also numerous country-specific files that gather information and correspondence relating to efforts to market Canadian manufacturers abroad, such as various grades of steel to the USA, urban transport vehicles to Venezuela, and a nuclear power station to Yugoslavia.

Records are filed using prefix 17, which was used for record creators under the International Trade Relations Sector.
