With the establishment of the Trade Negotiation Office a Multilateral Trade Negotiations Division was set up to conduct multilateral negotiations and to monitor the impact of the Canadian-U.S. Free Trade Agreement on Canada's multilateral trading relationships. In 1984, Dr. Sylvia Ostry was named Canada's ambassador for Multilateral Trade Negotiations and when the Trade Negotiation Office was established, this position was incorporated into it. In addition, Dr. Ostry was the Prime Minister's Personal Representative for the Economic Summits.
