Any person applying for permanent residence in Canada, together with their immediate family (spouse and all unmarried children under age 21) must establish by means of a medical examination that they are in good physical and mental health. Such examinations, originally administered by medical officers within the Immigration Department, have, since 1919, been the responsibility of Public Health (1919-1928), Pensions and National Health (1928-1944) and National Health and Welfare (1944- ). According to the Immigration Act, medical officers report their findings to the Canada Employment and Immigration Commission (CEIC) as advice, whereupon the CEIC makes its final decision regarding a potential immigrant's subsequent entry into Canada. Examinations are usually carried out by roster doctors, often connected with Canadian Embassy staff.

Most of the documentation on the files consists of the preliminary medical examination form (IMS 1017) which is submitted by the prospective immigrant, Immigration Medical Reports (NHW OR 11), X-ray examination forms (NHW OR 10B), and laboratory test result forms (NHW oR 10C). There is also sometimes correspondence relating to the procurement or interpretation of test results and various other reports.

The accession consists of an "F sample"; that is, all case files on persons whose surname begins with the letter "F", excluding such prefixes and particles as "de", "von", "y", etc. The records are from the Far and Middle East as well as European postings, and cover immigrants from such places as Hong Kong, Japan, Taiwan, Algeria, Azores, Cameroon, Morocco, Portugal, Cyprus, Italy, and the Phillipines. Some of the records are in the Chinese, French, Japanese, and Portuguese languages.
