The sub-subseries consists of VHS recordings which were inventoried by the Prime Minister's Office, originally creating a set of 268 video tapes, covering the period of 1984 to 2005. Of the original 268 recordings, only 63 VHS tapes have been retained, consisting of 98 individual recordings, as many of the other recordings were of low quality, too general in nature, incomplete, duplicated within the series and/or already found in the holdings of Library & Archives Canada, such as short news stories on Paul Martin from nightly television news broadcasts.

A selection of off-air recordings have been retained, in particular in cases where the broadcaster's archive is known to modest or non-existent, such as smaller stations in the Windsor, Ontario, region, and a selection of off-air broadcasts of phone-in-shows, comedies, year-end interviews and Leadership debates have also been selectively kept as samplings and for research purposes.

The videos consist mainly of interviews, scrums, speeches and news events recorded off television, with a smaller selection of recordings of many miscellaneous subjects or events, often sent to Paul Martin by the broadcaster or unsolicited 3rd parties. They include recordings from as early as 1984 and 1986, before Paul Martin entered politics, discussing his success as a businessman and president of Canadian Steamship Lines (CSL) and his potential interest in entering federal politics, as well as material concerning Paul Martin's roles as a Member of Parliament, Minister of Finance, and Prime Minister of Canada, including Liberal Party of Canada television commercials for the 2004 Federal Election.
