This sub sub series contains files created in preparation for the 2004 and 2006 general elections, gathered and assembled by Tim Murphy, Chief of Staff to Prime Minister Paul Martin.

From the start of his term as prime minister in December 2003, Paul Martin expressed his desire to call a general election quickly. The tabling of the Auditor General's report in February 2004, which criticized the government for its mismanagement of a sponsorship program, forced him to change his plans. The election campaign started on May 23. The main issues included what became known as the sponsorship scandal, along with same sex marriage, the fiscal imbalance, the firearms registry and health. The Paul Martin Liberals were re elected on June 28, 2004, but formed a minority government with 135 seats. They were down 37 seats from the 2000 election.

The general election on January 23, 2006, was triggered by a non confidence motion filed on November 24, 2005, by Stephen Harper, less than a month after the release of Justice Gomery's first report on the sponsorship scandal. All the opposition Members of Parliament (MPs) present in the House of Commons on November 28, 2005, voted in favour of the motion, which was passed. The election campaign started the following day and lasted almost eight weeks. The campaign was also affected primarily by the sponsorship scandal. On January 23, 2006, the Stephen Harper Conservatives formed a minority government with 124 seats. The Paul Martin Liberals were down 32 seats from the 2004 election, thus ending over 14 years of Liberal government. Paul Martin stepped down as Leader of the Liberal Party and continued to serve as a regular MP until the 2008 election was called.

This sub sub series contains many briefing books intended for Prime Minister Paul Martin, to prepare him for the leaders' debates in English and French. It also contains drafts of election platforms, documents analyzing the opposition leaders and their platforms, surveys, press reviews and correspondence.
