This sub-series documents the activities of Paul Martin as Minister of Finance from 1993 to 2001 through records created and gathered by Terrie O'Leary, executive assistant of the Minister from 1993 to 1998, and Ruth Thorkelson, special advisor from 1994 to 1998, and then executive assistant of the Minister from 1998 to 2001. The documents cover most of the critical issues Paul Martin had to deal with as Minister for Finance, especially during his first mandate (1993-1997). Topics include pension reform, social security reform, Goods and Services Tax, federal-provincial relations on financial and fiscal matters, and, above all, budget preparation - especially the key1995 budget. It also shows the central role executive assistant Terrie O'Leary played in defining the broad objectives and vision regarding public finances during Paul Martin's tenure as Minister of Finance.

The sub-series contains mainly correspondence, briefing notes, personal notes, reference material, and media coverage reports.
