One three-part file relating to departmental investigation and disciplining of Montreal Region EIC staff as a result of the findings of the L'Heureux-Dubé Royal Commission of 1973-1976. Filed with it is a copy of the Commission's published report, "Rapport de la Commission d'enquête relative au ministère de la main-d'oeuvre et de l'immigration à Montréal (Claire L'Heureux-Dubé)" (Ottawa: Information Canada, 1975).
The Commissioner was appointed under Part II of the Inquiries Act (R.S.C. 1970 c. I-13) by OCPC 1973-2374 (10 August 1973), corrected by OCPC 1973-3454 (30 October 1973) and extended by OCPC 1975-1685 (17 July 1975). The Commission inquired into alleged incidents of bribery, sexual exploitation of applicants to immigrate, and other irregularities involving employees of the Montreal Region of Employment and Immigration Canada. The file, classified to "Secret" when received, documents the department's involvement in the Commission in relation to the disciplining and charging of its employees.
