The Federal Mediation and Conciliation Services Branch provides neutral third-party assistance to labour and management to resolve disputes arising during the negotiation of collective agreements or during the term of an agreement. The Branch appoints Conciliation Officers, Conciliation Commissioners or Boards and Mediators under Part V of the Canada Labour Code (Industrial Relations). It also attempts to help improve labour relations in Canada in general through the practice of preventive mediation techniques and, on occasion, through the appointment of Industrial Inquiry Commissions and Task Forces.
These central registry files relate to all parts of the Branch's mandate for the years covered (although most files date from the 1970's). Departmental activity in providing arbitration and conciliation services to bargaining parties under Part 5 of the Canada Labour Code account for the bulk of the files. One series of files dealing with the Seafarer's International Union go back to 1945.
