The presidency of Canada Mortgage and Housing Corporation between 1973-1985 was successively held by William Teron (1973-1976), Raymond Hession (1976-1982), Raymond Boivin (Acting President 1982), and Robert Montreuil (1983-1985). Until 1976, the position of president included the chairmanship of the Board of Directors. Reorganization in this year separated the position, with the chairman now holding the secretaryship of the Ministry of State for Urban Affairs (MSUA), while the president remained chief executive officer of the Corporation. CMHC reported to the MSUA until 1979, and then successively to the Minister of Public Works (until 1984), and the Minister of Labour (1984- ).
This accession consists of records from the office of the president. Included are operational correspondence, form letters, strategic and corporate planning documents, publications, guidelines and procedure manuals, as well as presentations, drafts of speeches and briefing books prepared for the Minister. The records cover such subjects as housing, legislation concerning the National Housing Act and the Mortgage Rate Protection Program (Bill C-37), media relations, internal staffing, planning and policy statements, project files, speaking invitations, preparations for attendance of conferences and meetings, and correspondence with corporate executives, federal ministers, and officials at other levels of government.
