General note:

The Special Programs Branch was formed in 1964 as part of an overall reorganization of the welfare component of the Department of National Health and Welfare. In addition to its responsibility for the Fitness and Amateur Sport Division, the Branch also quickly assumed responsibility for the functions of the International Welfare and Emergency Welfare Services Division.

The records in this accession detail the activities of the Branch with regards to its international and emergency welfare activities. Those topics covered include the following: Canadian social welfare policies, child welfare, immigrant welfare, old age insurance, etc.
