Sous-fonds consists of records created and/or maintained by the Canadian Shipping Board. The material includes the following: a report to the Minister of Trade and Commerce from the Chairman of the Board, Major James G. Parmelee, on the origin, organization and work of the Board from 1 January 1940 to 15 July 1940; the files of Captain J.W. Kerr, Supervisor of Nautical Services and a member of the Board and includes a nine page report on the Board's activities. Canadian Shipping Board : The Canadian Shipping Board was created on 20 December 1939 under the authority of Order in Council P.C. 4251, to coordinate, manage and direct the licencing and chartering of Canadian registered ships in a time of war, to ensure the maximum usage of Canadian vessels for the successful pursuit of the war effort and the provision of essential civilian needs. The Shipping Board functioned between 1939 and 1946, and was the liaison with military authorities and government departments to ensure that the Canadian shipping industry met all the essential requirements demanded of it. The Board was headed by a Chairman, Major James G. Parmelee and reported directly to the Minister of Trade and Commerce. The Board was headed by a Chairman, Major James G.
