The sub-series documents Bill McKnight's activities as Minister of National Defence from 1989 to 1991. Topics include the closure of Armed Forces bases across Canada and abroad, Gulf War, end of Cold war and Canada's role as peace keeper; 1988 White Paper and National Defence budget; nuclear weapons; government contracts, ARMX '89, Oka Crisis (crise d'Oka), nuclear submarines, nuclear vessels in Canadian ports; role of women in the Canadian Armed Forces; Canada's role as a member of the North Atlantic Treaty Organization (NATO) following the end of the Cold War in Europe; complaints to the Canadian Human Rights Tribunal by members of the Armed Forces; status of homosexuals in the Canadian Forces; and low-level flights over Innu land in Labrador.

The sub-series contains incoming and outgoing correspondence and attachments; Minister's and exempt staff replies; cover sheets containing actions to be taken for correspondence replies; notes between Minister's staff; Briefing memoranda from departmental staff to Minister; aide memoires; photos; sticky notes containing instructions and directions between DND staff.

These files were originally kept at the Office of the Minister of National Defence and were transferred to Library and Archives Canada in April 1991.
