The series documents the activities of Bill McKnight as Minister of the Western Diversification Office, from August 4 1987 to June 27 1988, and as Minister of Western Economic Diversification, from June 28 1988 to January 29 1989. On August 4 1987, the Government of Canada officially launched the "Western Diversification Initiative", which essentially consisted in a 1.2 billion dollars fund that would be managed by a new agency, the Western Diversification Office. One year later, the Western Economic Diversification Act (in force on June 28 1988) upgraded the Office to the status of Department of Western Economic Diversification. The organization's original core mandate was:

1) "to coordinate and communicate all federal programs and activities that contribute to the economic development and diversification of the West;

2) to support business infrastructure to further the economic development of the Western economy;

3) to undertake activities that will facilitate the creation of new enterprises and businesses consistent with [Canada's] evolving international trade policy;

4) to represent the interests of Western Canada in the development of national policies and the design of national programs, and to ensure that Western Canada is effectively linked to decision-making in Ottawa." (Source: Bill McKnight's mandate letter)

The series more specifically documents the birth and setting up of the organization, its first interventions, the Mulroney government's economic analysis and general regional development policy on which the organization rests upon, as well as the general economic context of the late 1980s in Western Canada. It is arranged in three sub-series: "Meeting agendas and briefings"; "Case files"; and "Subject files".

These files were kept in the Minister's Parliament Hill office and were transferred to Library and Archives Canada in February 1989.
