Accession consists of headquarters files created and/or maintained by the Department of Manpower and Immigration (DMI). The files originate in the 3000 blocks, which were primarily used by branches reporting to the Assistant Deputy Minister (Manpower). The department used this registry between 1967 and 1978, though some records were brought forward from previous registries.

The records include reports, surveys, studies, analysis, committee proceedings and other correspondence relating to the management and administration of the diverse manpower-related activities of the sector. Further subjects include, but are not limited to: development of the Canadian north; the Community Employment Strategy; employment counselling and placement; occupational training of adults; employment opportunities for disadvantaged groups (women, youth, veterans, persons with disabilities); classification and coding of occupations; employer/entrepreneur services; education and training; vocational rehabilitation; industry-specific manpower needs; and special programs.

Specific programs documented in this series include: Business Management Development Program (BMDP); Industrial Training Program; Local Employment Assistance Program (LEAP); Local Initiatives Program (LIP); Mobility Program; Canada Manpower Training Program (CMTP); Operational Retrieval; Outreach Program; Winter Works Program.
