THE NATIONAL LIBRARY OF CANADA (NLC) ORIGINATED WITH THE CANADIAN BIBLIOGRAPHIC CENTRE, ESTABLISHED IN MAY 1950. FOLLOWING THE RECOMMENDATIONS OF THE ROYAL COMMISSION ON NATIONAL DEVELOPMENT IN THE ARTS, LETTERS AND SCIENCES, 1949-51 (MASSEY COMMISSION), THE NLC WAS FORMALLY CREATED BY PARLIAMENT IN JUNE 1952 (1 ELIZ. II, CHAP. 31). THE NLC NOW OPERATES UNDER THE PROVISIONS OF THE NATIONAL LIBRARY ACT, 1969 (17-18 ELIZ. II, CHAP. 47) AS AMENDED, AND REPORTS TO PARLIAMENT THROUGH THE MINISTER OF COMMUNICATIONS.
THE MANDATE OF THE NATIONAL LIBRARY IS TO ENSURE THAT CANADA'S WRITTEN HERITAGE IS PRESERVED AND MADE AVAILABLE TO ALL CANADIANS. THE LIBRARY COLLECTS AND PROMOTES THE CANADIAN LITERARY HERITAGE BY CATALOGUING THE NATION'S PUBLICATIONS TO FACILITATE THEIR RETRIEVAL, AVAILABILITY AND USE; BY PROVIDING REFERENCE, INFORMATION AND REFERRAL SERVICES; AND BY COORDINATING AND PARTICIPATING IN NATIONAL AND INTERNATIONAL LIBRARY PROGRAMS AND ACTIVITIES.
THE RECORDS IN THIS ACCESSION CONSIST OF REGISTRY AND NON-REGISTRY FILES CREATED IN THE PUBLIC SERVICES BRANCH OF THE NATIONAL LIBRARY BY VARIOUS COMPONENTS OF THE BRANCH INCLUDING THE LIBRARY DOCUMENTATION CENTRE, THE CANADIAN UNION CATALOGUE AND REFERENCE SERVICES. THE ACCESSION ALSO INCLUDES REGISTRY FILES CREATED IN THE OFFICE OF THE DIRECTOR AND ASSISTANT DIRECTOR OF THE BRANCH RELATING TO THE VARIOUS RESPONSIBILITIES AND FUNCTIONS OF THE PSB.
THESE RECORDS DOCUMENT THE DEVELOPMENT OF THE UNION CATALOGUE, CATALOGUING STANDARDS, LIBRARY CLASSIFICATION SYSTEMS, LIAISON WITH GOVERNMENT AND NON-GOVERNMENT LIBRARIES, AND GENERALLY, THE GROWTH AND EXPANSION OF PUBLIC SERVICES IN THE LIBRARY SINCE THE 1950'S, ESPECIALLY WITH THE USE OF AUTOMATED SYSTEMS.
