This series consists of memos, notes, reports, briefings, proceedings, informational material, some publications and reference material. It is another "Full Monty" series, a very significant series of record which highlights and exposits Murray's role in two very critical government offices - Leader of the Government in the Senate, and Minister for Federal-Provincial Relations. In this latter role, in a federal governmental structure such as Canada's, one could argue that Murray held an office of significance second only to the Prime Minister, and the office that was most critical to the smooth functioning of government in Canada as a whole. The majority of files in this series reflect Federal-Provincial Relations, the very sticky nub of governance in Canada where government policy either succeeds or fails, depending on how the federal-provincial relationship is managed.

These records reflect the linkage between Murray and Mulroney, often through Norman Spector. They show how Murray steered / directed government policy in bills (through the Senate). And they demonstrate how he managed his critical portfolio in areas of great significance, such as: shared governance issues; Native issues and land claims; equalization matters; post-secondary education; First Ministers conferences; western policies and economic issues; financial, economic and taxation matters.
