News conference held by the Professional Institute of the Public Service of Canada (PIPS) and the Government of Canada, represented by Herb Gray, President of the Treasury Board; Jack Donegani, President of PIPS; Donald Johnston, Minister of Science and Technology; and Dr. Hal Rogers, chair of the PIPS Committee on Research and Development. In opening statements, the PIPS delegation presented the government officials with a copy of their report on the contribution of federal government scientific researchers to the Canadian economy. They also stress their organization's fears concerning the privatization of research and the transformation of scientists into administrators. Also in opening statements, Gray and Johnston speak of the need for a balanced approach to the provision of scientific research and development services, including universities, the private sector and government resources. Questions are then fielded on: the need for new ideas and people to penetrate government laboratories; the creation of a Task Force to evaluate government scientific establishments; and the privatization of scientific research. <38mn>
