The series consists of selected complaint investigation files created by the Office of the Information Commissioner (OIC). The Information Commissioner is mandated to receive and investigate complaints from individuals and organizations who believe that federal institutions have not respected their rights under the Access to Information Act.

The subject of the information requests included in this series' files frequently involve high-profile topics including but not limited to: aeroplane crashes; foreign investigations; the activities of Cabinet members; activist and political groups; security certificates; census data; Somalia; CSIS. In some cases, documentation not publicly released by a government institution is included in OIC's complaint investigation file.

The complaint investigation files in this series were selected on the basis of meeting one of the following criteria: (1) the decision documented in the investigation file was appealed to a superior court, (2) the decision was considered to be precedent setting at the time of decision, or (3) the decision pertains to a case that was described and dealt with in the official reports and publications of the Information Commissioner.

Please note that the electronic records and audiovisual materials that were originally included in the files have been separated from the textual records for preservation purposes; these electronic and audiovisual records are indicated in the finding aid but must be ordered separately from the accession records.
