The accession consisted of five selected complaint investigation files created by the Office of the Information Commissioner (OIC). The Information Commissioner is mandated to receive and investigate complaints from individuals and organizations who believe that federal institutions have not respected their rights under the Access to Information Act.

This accession includes complaints against the following federal institutions: Privy Council Office, RCMP, CSIS, External Affairs and International Trade Canada. The five complaint investigation files in this accession were transferred to Library and Archives Canada as "top secret," meaning that OIC deemed that, at the time, unauthorized disclosure of the information could cause exceptionally grave injury to the national interest. In some cases, documentation not publicly released by a government institution is included in OIC's complaint investigation file.

The complaint investigation files in this series were selected on the basis of meeting one of the following criteria: (1) the decision documented in the investigation file was appealed to a superior court, (2) the decision was considered to be precedent setting at the time of decision, or (3) the decision pertains to a case that was described and dealt with in the official reports and publications of the Information Commissioner.

As of May 2012 all textual records previously in this accession have been brought to permanent in the linked series record; all that remains in this accession is one box of accompanying electronic and audiovisual material.
