The accession consisted of selected complaint investigation files created by the Office of the Information Commissioner. The Information Commissioner is mandated to receive and investigate complaints from individuals and organizations who believe that federal institutions have not respected their rights under the Access to Information Act.

The subject of the information requests included in this accession's files frequently involve high-profile topics including but not limited to: aeroplane crashes; foreign investigations; the activities of Cabinet members; activist and political groups; census data; security certificates.

The complaint investigation files in this series were selected on the basis of meeting one of the following criteria: (1) the decision documented in the investigation file was appealed to a superior court, (2) the decision was considered to be precedent setting at the time of decision, or (3) the decision pertains to a case that was described and dealt with in the official reports and publications of the Information Commissioner.

As of May 2012 all textual records previously in this accession have been brought to permanent in the linked series record; all that remains in this accession is one box of electronic and audiovisual material.
