In his opening remarks, Atkey commends the CSIS for its high level of competence in the areas of counter-intelligence and counter-terrorism and outlines both the positive and negative assessments brought out in the report. Among the issues raised by Atkey and in the question period which follows are: CSIS's mandate and its relationship to that of the Royal Canadian Mounted Police; the use of security screening procedures for government employees; the shortfall of civilians, women and francophones at both the recruitment and managerial levels of the CSIS; airport security; and access to secret information by CSIS.
