Press conference held by Bernard Wood to describe his visit, as personal representative of Prime Minister Brian Mulroney, to seven Commonwealth capitals for the purpose of exploring the options for an appropriate response at the Commonwealth meeting on apartheid to be held on August 5 in London. During his visits to Zambia, Botswana, Tanzania, Nigeria, Zimbabwe, Lesotho and India, Wood says he received cooperation from heads of state. Wood discusses his key impressions of: the situation in Southern Africa, especially Pretoria, and its effect on neighboring areas; and the direct economic and military pressures in Zambia, Botswana and Zimbabwe. Wood praises the Eminent Persons Group and notes that the goal of the Commonwealth accord is to dismantle apartheid through negotiation, using sanctions only as an unpleasant necessity. Questions revolve mainly around: defiance of sanctions by the Prime Minister of Great Britain, Margaret Thatcher; which areas of South Africa will suffer most; types of sanctions that could be imposed; and whether Canada could take the lead if Britain refused to cooperate. <40mn>
