A background briefing on Multilateral Trade Negotiations just concluded in Punta del Este, Uruguay is conducted by MTN Ambassador Sylvia Ostry, who provides: the background to the meeting; an overview of the contents of the Ministerial Declaration; and an assessment from the Canadian point of view. Her observations include comments on mounting protectionism in the U.S. Congress and the American demand for particular items to be included on the meeting's agenda; how the agricultural issue became the focus of the conference; and the General Agreement on Tariffs & Trades declaration which led to setting up a Trade Negotiating Committee with a surveillance function. Among concerns raised in questions were: the expected impact of the talks on Canada-U.S. free trade negotiations and the implications for third world involvement in future GATT arrangements. David Lee, MTN Coordinator, and Assistant Chief Trade Negotiation for External Affairs, was present to assist in responding to questions. <60mn>
