This sub-series contains mainly documents from the Negotiating Committee which mandate is to establish a process for the design and negotiation of a diversified AFCP that recognizes and incorporates new operations and management authorities. The documents show the discussions and lobbying efforts on issues surrounding funding reduction. The Negotiating Committee, among others, prepared a proposal to negotiate the devolution or the transfer of authorities of the Aboriginal Friendship Centres Program from the federal government Department of Canadian Heritage to the NAFC, in a context where large government cutbacks threatened the very existence of many friendship centres.

The series also contains documents from the AFCP Technical Working Group which responsibilities include maintaining and providing adequate and continuous communication, and technical assistance and advice to the NAFC, the PTAs and local friendship centres; and participating in the development of national planning and evaluation processes and mechanisms of accountability.
