This sub-series consists of correspondence, memoranda, notes, notebooks, agenda books, drafts, and other documents relating to Coutts's main responsibilities as Principal Secretary, inlcuding liason with the PCO and Cabinet Ministers, advice to the Prime Minister regarding the development of policy and political strategy, and other highly sensitive political and governmental issues. The sub-series includes numerous copies of Cabinet documents as well as other classified material. The sub-series was apparently maintained by Coutts to provide a record, for reference purposes, of key governmental deliberations and decisions. The files were also probably intended as raw material for the drafting of Coutts's personal diaries for the Trudeau PMO period. The sub-series includes a few agenda books and a few draft diary entries.
