Documentary about a school board in Scarborough, Ontario that adopted a controversial new policy giving it the right to expel students who are caught possessing a weapon. It tells the story of a 13-year-old boy in Grade 7 who was expelled for bringing an unloaded pellet gun to school. He had stolen the gun from a Canadian Tire store. Interviewees include the unnamed boy, a teacher and the boy’s mother. The mother is concerned because the boy is has learning difficulties and his being expelled and forced to stay at home will put him even further behind in school. The boy was left alone for hours because the mother, a nurse in a large Toronto hospital, had to go to work. Trustees voted to expel him. The board of education offered no alternative schooling for the boy. The school board voted to readmit him. The documentary asks if the “system” has failed him. Other interviewees include the school board’s superintendent, the boy’s legal aid lawyer and a retired teacher in charge of setting up a teaching program for expelled students. <25mn 44s>
