Documentary about a project undertaken by Sasktel, Saskatchewan’s telephone company, to downsize with the help of some American consultants. The process was called “process engineering” and it began in the fall of 1993. Subjects discussed: confusion over what the process really was; employees not being told that this was a downsizing exercise; the failure of process engineering when it was put into practice; employees isolated for long hours from other staff, subjected to a process called the “greenhouse technique” and asked to do pointless tasks such as cataloguing office furniture; jargon used in the process such as thinking outside of the box, empowerment and working as a team; the consultants steamrolling over the corporate culture and the union culture; Sasktel’s decision to allow union members to participate in the process; high stress levels suffered by employees on the project; employees resentful that they were lied to and subjected to a very intense process with long hours and unpleasant group dymamics; the cost of the consultants and the project; speculation that Sasktel will be privatized; and a process engineering experiment conducted by American consultants for Sask Power. Interviewees include: some Sasktel employees who went to the re-engineering meetings; Don Mitchell, the former Mayor of Moose Jaw, who was hired in the fall of 1995 by the Communications, Energy and Paperworkers of Canada, the largest union at Sasktel, to undertake a formal review of the process; a union official; Sasktel’s general manager for corporate affairs; and a former employee for Sask Power who participated in process engineering and later suffered from stress disorder and depression. <21mn 15s>
