This one of a series of press briefings about government policy and legislation related to the grains industry. The briefings were scheduled for July 15 and July 16, 1971. This the second press conference, held in Regina on July 16. ~Subjects include appointment of co-ordinators for the ports of Thunder Bay and Vancouver; bill C-255; the block system for allocating cars; the Canada Grains Institute; contribution to the public treasury of grains industry; costs of production; doubling cash advances; economies of scale in grain handling; extending additional credit facilities to the Wheat Board; extending two-price system beyond wheat; farm income; farmer control at the farm level; fluctuations in world grain markets; government labour and trade policies that increase the cost of production; government support for agriculture in Canada, Europe, the United States and Australia; government involvement in improving grain handling and transportation system; grain storage by farmers and commercial facilities; the grassland incentive; handling and storage charges; impact of American strike on Canadian ports; inventory levels for wheat, barley and rapeseed; the LIFT (Lower Inventories for Tomorrow) program; the Market Development Fund; the market development plan; minimum size for viable grain farm; new grades of wheat; Number One Western; protein-graded wheat; payments from the Stabilization Fund; providing farmers with market information before March 1; removing bias in favour of wheat from quota system; removing wheat-bias from cash advance system; research into market development; research into product development; repealing the Temporary Wheat Reserves Act; the Stabilization bill; the Stabilization bill provisions for new and retiring farmers; the Stabilization bill possibilities for inflation rider; the Stabilization Plan; Stabilization Plan as complement to crop insurance; suspension and repeal of PFAA levy; transition to forage crops; transitional payments; the Wheat Board Act, including amending the quota system, new grades of wheat, increasing penalties for illegal deliveries of grain, and Mr. Lang's attempt to extend the Act to cover rapeseed, flax and rye; and wheat sales to China. ~There were also several questions on subjects not related to government policy and legislation for the grains industry. These subjects included helping refugees from Pakistan, and method of calculating unemployment rates, especially as regards housewives and high-school students. <90 m>
