As Paul Martin succeeded Jean Chretien as the Leader of the Liberal Party of Canada (LPC) on 14 November 2003, he would have been sworn in as Prime Minister of Canada on 12 December 2003 since he was the Leader of the Party in power. While it had originally been thought that Paul Martin and the LPC would enjoy another majority government after the 2004 election, the party lost much support leading up to the election with the emergence of a Sponsorship Scandal: a Liberal Government sponsorship program which ran from 1996 to 2004 and aimed to create a better awareness of the Liberal Federal Government's contributions to Quebec, but in which corruption had been found.

The 2004 federal election was held on June 28th, and while Paul Martin easily won his riding of LaSalle-Émard with 56.55% of the vote, the LPC remained in power but were reduced from a majority to a minority government.

The sub-series is made up of a mixture of general correspondence, subject-based reference files, and a small number of briefing books. In cases where files contain briefing books, the information has been included in parentheses as part of the file title.

Material concerning irregularities in the membership application process of a Liberal riding association can be found in Volume 215, File 31: "2004 Election - Irregularities - Kootenay-Columbia Federal Liberal Association".

In addition to material concerning election preparations, there is also a briefing book found in volume 215, file 27 for a Federal-Provincial Relations Policy Meeting between Paul Martin and all the Provincial Premiers. The meeting was held prior to the Grey Cup on 16 November 2003, only two days after Paul Martin was elected the new Leader of the LPC but still before he was sworn in as Prime Minister on 12 December 2003. The meeting laid much of the ground work for future Federal-Provincial relations and for the transfer of new Health Care funds to the provinces, both an election issue in 2004 and one of Paul Martin's continued priorities once he later became Prime Minister of Canada.
