This sub-series comprises two chronological sequences of private letters and telegrams exchanged by the 9th Earl of Elgin and Sir William MacGregor during the latter's administration of the Dominion of Newfoundland, January 1906-January 1908, together with related correspondence exchanged with officials of the Colonial Office, the Foreign Office and other ministries. The correspondence focuses on sensitive aspects of French and American fishing rights in Newfoundland waters (especially herring and pelagic seals) and appeals to the Hague Tribunal; the Labrador boundary dispute; honors for and relations with political leaders; and MacGregor's salary and career prospects. Lord Elgin retained copies of his outgoing letters and telegrams, interfiling them chronologically with the letters and telegrams to which they replied. Enclosures generally remain with the letters and telegrams from MacGregor, and with the inter-departmental letters.
